Some sort of improperly handled interaction between the sender's
email client, the email list server and, possibly, your client
too. Things get confused about what characters are being escaped
and what ones are to be taken literally.
We try our best to clean it up on the archive at REBOL.org....But
then we may occasionally remove a genuine =20 if it comes at the
end of a line.
