Are you asking, how from an IP phone (like a SIP phone), you would 
"sync" your phonebook (contacts) from a website?

For generic libraries, binding tools exist, such as SWIG and SIP. 
Unfortunately, they don't solve the problem but only assist a little, 
and the result is very bloated
