Just download and install the precompiled version : http://www.stunnel.org/download/stunnel/win32/stunnel-4.20-installer.exe

Then Start => Programs => STunnel => Edit stunnel.conf : uncomment 
the [https] section, then save it.

Then STunnel => Run STunnel ...and that's all. Takes 2 mn, including 
the download time.

They did a good job with stunnel's installer, fast and easy to use.

What bug database are you using now?

The How-To you point us at, is only useful if you want to compile 
stunnel sources for the windows version instead of downloading the 
precompiled binary.

Better : sure, reliable : I'm not that sure.

Anyway, I'm going to make a Mantis lightweight clone soon, when the 
new Cheyenne version will be ready.

That would make a good test application for the new RSP session engine.

and more reliable RSP engine. I've also started documenting the RSP 
API and features (takes much more time than I expected).

I'm using Cheyenne with RebelBB.cgi at present and it is working 
well.

PHP support: Well, I hope there will be good news soon about PHP 
interface with Cheyenne as soon as I found a way to properly compile 
the latest PHP sources for Windows (compiling under *nix is ok). 
It seems that the latest PHP is able to fork itself automatically 
under heavy load in FastCGI mode. If this feature works well, I'll 
officially include the PHP interface in the next release.
