If you have an old SDK (more than 18 months or so), it may not
automatically run the preprocessor. Newer SDK encap tools do it
automatically though. If you run the preprocessor directly, you can
see the script it produces, and then encap that. If that process
works, you may just need to update your SDK to do it in one step. If
that doesn't solve the problem, there's another issue.
