I missed the original post somewhere, so I'm quoting from Greg's post.
I once asked [feedback--rebol--com] why they were using Perl scripts instead of
REBOL for things such as searching the site. The response was that the site
host, at the time, didn't allow them full access to the site and didn't want
them running "unverified" EXE's, so they had to make do with Perl. This was a
while back, though. *shrugs*
