but did you put a user.r file in the REBOL_HOME path?
it might help you if you put the following in ALL your user.r files:
probe what-dir
this will at least tell you WHICH user.r is being run... also remember that if you create
an icon and give it a startup directory, it will be looking for an user.r directory THERE
first.
