Hi Justin, my $0.02: Since you are not expecting a large amount of users, I don't think that pages per second plays a tremendously significant role for you. From the point of view of speed of implementation, the ease with which you can add sophisticated (processing) features, and ease of maintenance my favorite would be ... (can you guess it? ;-).
