I'm not sure REBOLtech is being maintained any more.
Most (if not all) of the scripts there are now in the Script Library at:
http://www.rebol.org
That has a (probably) old version of your script:
http://www.rebol.org/cgi-bin/cgiwrap/rebol/view-script.r?script=utf8-encode.r
If you take a few moments to join REBOL.org, you can then update your own
scripts in it whenever you want.
