Most
probably can, but Amiga for one can't, as none of the three
main Amiga browsers yet support CSS. That said, I assume CSS has a
non-CSS default to fall back on when a browser doesn't support it, or
is that too wild an assumption to make? I've not done anything with
CSS.
I also don't think you should assume that people will always use a
full-spec browser if they've got one handy. Those on dial-up for
instance may prefer to surf with the fastest browser they have when
they're just looking for information in a hurry, and their quickest
browser may not be their most full-featured one.
