Graham, The game should pop up in a new window, this worked for me with win98 and IE5.5, NS6.0 and Opera 5.0 If it doesn't work for you then it would seem that the plugin is not correctly registered for the mime-type: text/x-rebol on your system or perhaps there is another explanation..
