REBOL/Command has excellent support in Window (have had much success in past
few months)
although I have not tried it in Linux yet.
Although I had to use PHP for file uploading via HTTP since I never could
get it to work right in REBOL
and I know PHP has built in session management now, so that is very cool.
How about REBOL getting all the built in goodness of PHP? That would be in
addition to all the goodness REBOL already has of course.
