[REBOL] Refresh on the hour or run on the hour

I am using the following script, which works flawlessly. The current "<META tag> " has the file rewriting the screen, and running some other scripts, that I didn't show, every hour. The "3599" compensates for time 1 second delay in starting/running the script. <META HTTP-EQUIV="refresh" CONTENT="3599"> However, it would be better, if it ran "on the hour" exactly, regardless of when it was started.
