1.The filter should read " .r=c\rebol\rebol.exe -cs"
2. Are you sure that the path to the interpreter is correct?
3 Have you included the CGI header in your script? heres a copy of mine:
#!c:\rebol\rebol.exe -cs
REBOL[]
Print "Content-Type: text/html ^/^/"
