Some browsers will actually give you a download out of the cache if it knows
you've downloaded a particular file before (or at least this is what I
understand can happen).
Also, check the date on your system (including the year). This has been
known to cause problems before. :-)

Ditto on this point. I've come across a number of Windows computers last
year that have had their date set to 2099! My previous computer changed the
year twice on me! I believe this can be caused by older PC BIOS code, but it
hasn't happened regularly enough for me to be able to investigate further.
