A research program which I think Rebol will fit...

I came across a research program with the following description: (a) develop a distributed application platform that offers per-application service quality guarantees, and (b) develop the necessary technologies to implement a virtual data centre, which will integrate facilities from multiple data centres, and offer customers a global network of hosting facilities with per-application service quality guarantees. what do you guys think? Does Rebol fits and if not, what is Rebol lacking? I, for one is excited about this research program. Cos' it could be a good opportunity for me to work with Rebol. Thoughts, suggestions?
