Swarmcast. Can it be done in REBOL?

I just found an exciting project: Swarmcast at www.opencola.com. It will allow us to trade large (like a video of an interview with Carl :) files at full download speed. The implications are especially useful for those of us with asymetric internet connections (ADSL, etc). They split large files into chunks with forward error correction; file fragments can be downloaded simultaneous from multiple users who participate in the "swarm" and have those files on their system.
