to-idate formatting

I've noticed that both Gregg Irwin and Cal Dixon have submitted suggested fixes to "to-idate" as it doesn't always fully pad the date resulting in the possible rejection of generated data by hosts. I have put a script called to-fussy-idate.r in the REBOL.org script library that converts a date! to a string conforming to RFC 822 which can be used whilst Gregg and Cal's fixes work their way through RAMBO.
