Where does View 1.3.2 get its %user.r file from on XP - if not from the home directory?
That's the only place I can find a %user.r on this system, (View 1.3.2 is the only REBOL
ever installed on it), yet View's not running it on startup.
Any help appreciated...

Check in:
c:\Documents and Settings\<user>\Application Data\rebol\
