[REBOL] USE-RULE

Hi all,

I wrote a http://www.rebol.org/view-script.r?script=use-rule.rfunction,
which looks pretty usable to me (compatible with both R2 as well as R3),
that allows users to define a parse rule with local variables.

In my opinion, this may be successfully used on an "as-is" basis, until
something better and more seamless is available.
