How do I make a bitset that contains *anything*but* "a", i.e. the bitset
above "inverted"?
Or, as another solution (for a parse), what's the syntax for parsing a
string for anything but the bitset above?

Try COMPLEMENT:

== make bitset! #{

Ah! I was looking for "invert" or something like that, but didn't think of 'compliment.
