How does View/Desktop tell it's size?

How does View/Desktop tell it's size?
I know about system/view/screen-face/size, but if I use this to set a face size then
_everything_ is covered, including the TaskBar and the Quick Launch Bar (I'm using Windoze
BTW). Also I cannot see the edges or the Title Bar of the Rbol Window.
But when Desktop opens, a window is produced within the open area of the screen, i.e.
the TaskBar and Quick Launch Bar are still visible, and I can see the edges and Rebol
Title Bar.
What modifies system/view/screen-face/size?
