Well, if you do hosting for business, you don't use that kind of setup. We (HostingVirtuale) use Ensim Webbpliance, that creates a chroot jail for each virtual site. Each user has its own cgi-bin and html directories, plus its own users and even subdomains. There's a lot of software out there for doing hosting; and you can do things manually too. Our customers just have FTP access and they manage to set the x bit (well, most of them :).
