Well, if you do hosting for business, you don't use that kind of
setup. We (HostingVirtuale) use Ensim Webbpliance, that creates a
chroot jail for each virtual site. Each user has its own cgi-bin
and html directories, plus its own users and even subdomains.
There's a lot of software out there for doing hosting; and you can
do things manually too.
Anyway, I didn't want to contradict you; what I'm just saying is
that if you pay for CGI and you don't get CGI... then there's
something wrong. :-)

WS_FTP does it from Windows, as well as FTPGadget IIRC. Our
customers just have FTP access and they manage to set the x bit
(well, most of them :).
