Deleted "temporary internet files" and reloaded the page. I hope this is
enough "flushing". Selected "open this file from its current location" and
Winzip appeared to give me the message:
Error reading header after processing 0 entries.
It seems that my Winzip is associated with tar files, implying that it can
read them, but it doesn't like this one. This is leaving me stuck on this
simple(?) first step which is a shame cause I have an opportunity to get
the REBOL name visible to management.

Hi Michael,
something similar has happened to me before, while downloading files...
a Corrupted version was in the cache and (IE) hadn't detected the ftp
error, thinking that the transfer was finished.
Flush all caches (memory and disk) refresh (reload) the page and
re-download, you might see a difference in size? This may be the cause.
Have you tried Winzip on it to see if Winzip is able to identify the
files in the archive? It might even be able to unpack it even though the
tar is from another OS!
