 This may not be as concise but how about this script:
REBOL [ ]
what-time?: does [
        either now/time < 12:00:00 [join now/time " AM"] [
            join (now/time - 12:00:00) " PM"]
    ]
usage:
>> what-time?
== "5:47:10 PM"
