[REBOL] Groups problem ...

Hi rebol-list,
I'd like to use Rebol to automatically create groups of persons who
made choices (choice1 something1, choice2 something3, choice3
something2 for instance), and theses groups are intended to give
people their best possible choice, according to constraints :
60 persons
3 groups are needed with 19 to 21 ppl /group
3 choices
Any hints on how I could begin my work ?
What should I do to well balance these groups, by automated way ?
Hope my english lets you understand what I'm looking for.
