The home page for it will likely be http://www.rebol.net/docs/makedoc/
(but nothing is happening there yet beyond the initial announcement).
There is one public, and one private, group on the AltME REBOL world
at the moment as well. If you want to join the private discussion (I
mean seriously be a part of the project, we need to keep it a small
group), post a message to eFishAnt or myself on that world.
